The number is listed as a VOIP landline in Scappose Oregon which could be spoofed. They've been calling for weeks now, (summer 2017) always letting them roll to voicemail with no message. Then they started texting. Texts consist of someone calling himself "Idiot Joe" trying to sell pot. Blocked the texts and now they are actually voice calling. Picked up to hear a young man's voice. Its probably someone using their computer to random dial over the internet.
