This is a robo-dialer that uses Caller ID spoofing to trick callers into believing that the call is from a neighbor. My phone is set to block all 270-719 numbers because I don't know any one from there, but the caller ID spoofing lets me know it is a junk caller so I can decline the call. Beware of this scam. They are looking for your personal information and a hand out to put more crooks behind bars. Someone should put them behind bars.
