Called and I answered, it said THIS is the IRS Do not hang up. I hung up. Is this a Scam? I haven't received any notices, don't owe any money. So, just wondered.

Called left message on voice mail stated he is officer Barry Foster. Important that I or a lawyer call back and I should not ignore this message or call. Will not call back, received a call from same number a little over 3 months ago, stated he was from the IRS and that I owe money when I asked what is his ID number he have me a bogus 6 digit ID number and cursed me out.
